As there is no international tounament for test matches. But these test series are played between two teams. So, the test ranking of cricket teams is based on performance of these teams in various matches.
The ICC test ranking is announced after a period of time. Moreover, being on the top of the ranking list is also associated with many thing. For instance, the more you play test matches, there are higher chances that you will top the test ranking and vice versa. Therefore, those cricket teams who played more test series with other teams they have higher chances to get the top positions.

Currently, India is at the top of the list of ODI test ranking of teams. Similarly, Australia is at number two and England is at number three in test ranking.
